Essential Job Functions
Provides support and leadership to coordinate, prepare and dispense all primary, general, coordinated, and other specified elections within the County, contributing to the department's ability to deliver efficient, transparent, fair, and accurate election results. Provides support to the Director of Elections, ensuring compliance with internal controls, policies, procedures, standards and other related directives. Provides leadership and participates in special projects as assigned; identifies required resources and develops plans for completing assigned projects in a timely manner, conferring with the Director of Elections as appropriate. Collaborates with the Director of Elections to identify and secure Voter Service and Polling Center (VSPCs). Assists with the hiring and training of Election Judges. Works with appropriate County departments to properly process Election Judge background checks and timesheets. Examines and analyzes legal documentation submitted for election-related functions, ensuring accuracy and enforcing compliance with appropriate statutory regulations including but not limited to voter registration and voting, National Voter Registration Act, and Help America Vote Act requirements. Executes and establishes the legal record of voter registrations for use by governmental and other official entities; determines necessary action for the administration and preservation of accurate voter records; processes cancelations per the Secretary of State and/or other election agencies as appropriate. Assesses and collects all associated fees as required by law, and performs self-audit and reconciliation on a daily basis. Uses judgment to accept or reject legal documentation based on determination of compliance as dictated by State Statutes and administrative directives; confers with or advises customers on requirements associated with compliance, making recommendations as warranted. Works to resolve complex transactions, utilizing negotiation and problem resolution skills with sensitivity to the customer's needs and expectations. Participates in the monitoring of election-related legislation, both proposed and pending, and evaluates potential impact to El Paso County. Supervises election-specific assignments as directed by the Director of Elections; coordinates the design and development of appropriate documentation, ensuring accurate completion. Provides daily support to Elections staff and temporary staff, ensuring compliance with a myriad of policies, procedures, standards and/or other related directives; assists and advises personnel as necessary in resolving complex problems as non-routine situations arise. Acquires and maintains a highly technical working knowledge of relevant laws, Secretary of State Rules, regulations, policies, standards, and procedures relating to the election process. Contributes to team effort by helping to achieve departmental goals. Assists in other departments and/or with County-wide events as directed. Performs other duties as required.
Qualifications U.S. citizen; registered to vote in Colorado; sworn as agent of Clerk & Recorder's Office to discharge the duties conveyed by CRS 42-1-210. High school diploma or equivalent education required. Minimum of 15 years of demonstrated experience in Colorado elections required. Ability to communicate effectively, both verbally and in writing, with a variety of people and tactfully handles difficult or uncomfortable situations; elicits information from others and provides an explanation, interpretation, or information exchange appropriately in a concise and professional manner. Demonstrated desire to maintain a positive attitude, even during stressful times; ability to motivate others to perform to the best of their ability under stressful conditions. Ability to maintain the security of sensitive and confidential information. Ability to set goals and manages time efficiently; takes initiative in implementing ideas, programs, systems, or procedures, working with leadership team as appropriate. Ability to use technology to perform a variety of complex tasks and assist others in operating computers or other office equipment as necessary. Maintain regular and punctual attendance. Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Licenses/Certificates Must possess and maintain a valid Colorado Driver's License.
